Use define-keymap in pcvs and pcvs-defs.el

* lisp/vc/pcvs-defs.el (cvs-mode-diff-map):
* lisp/vc/pcvs.el (pcvs-defs):
(cvs-mode-diff-map): Move maps to pcvs (because the commands are
defined in pcvs.el and #' gives us checking) and transform from
easy-mmode-defmap to define-keymap.
